Add these two lines after the other app class includes in app/bootstrap.php:

require_once BASE_PATH . '/app/ProvisioningCrypto.php';
require_once BASE_PATH . '/app/TenantProvisioner.php';

TenantContext.php must already be loaded for branches.php.
